Ministry of Construction completes major workload in first half of 2025, says Minister

At a performance review conference held on July 7, Minister of Construction Tran Hong Minh announced that the Ministry had completed an extensive workload in the first six months of 2025, covering nearly all areas under its jurisdiction.

The Minister expressed his appreciation for the commitment shown by ministries, sectors, and related agencies as they worked with high determination under the new two-tier local government structure. He highlighted the dedication of civil servants, noting that many worked until 1:30 or 2:00 a.m. to ensure that tasks—particularly those involving institutional reform, planning, and policy development—were completed on schedule and to the required standard.

The Ministry carried out administrative and organizational restructuring promptly and in an orderly manner, emphasizing personnel quality and inter-level coordination. In terms of construction investment management, the Ministry resolved several critical challenges. A Deputy Minister and a team of experts were assigned to support the Long Thanh International Airport project, helping the Airports Corporation of Vietnam (ACV) overcome technical and supply-related obstacles. Construction units at the site are currently operating with a high sense of urgency to ensure the project is substantially completed within 2025, in alignment with national milestones.

Progress has also been made in major transport infrastructure. The North–South high-speed railway is undergoing investment preparation in accordance with Resolution 68, while the Lao Cai–Hanoi–Hai Phong railway is nearing the final stages of planning, with construction targeted to begin by December 19 this year. The national expressway expansion program, aiming for 3,000 kilometers, is advancing steadily. Of the 14 expressway projects managed by the Ministry, 10 have reached 72–95% completion, and the remaining four are between 58% and over 70% complete. The Minister emphasized that project owners and contractors must remain fully accountable to ensure timely delivery.

Social housing has also seen positive developments. Nationwide, 26 projects comprising 23,561 housing units have broken ground, while 35,631 units have been completed. In 2025, a total of 155,000 units is scheduled for construction, with at least 100,000 expected to be completed by year-end. The Minister urged directors of provincial construction departments to proactively advise local governments on implementation strategies.

Looking ahead to the second half of the year, the Minister identified public investment disbursement as a top priority. Currently, approximately VND 63 trillion in capital remains undisbursed, necessitating an average monthly disbursement of VND 9 trillion. He called on project managers to budget responsibly and adopt synchronized measures to improve disbursement efficiency. Special attention must be given to projects expected to start or finish in 2025, including those commemorating the 80th anniversary of National Day.

Contractor selection for traffic management systems along the North–South expressway must be finalized soon to enable operations by January 1, 2026. For railway projects, he highlighted the urgent need to expedite site clearance and resettlement activities, particularly for the Lao Cai–Hanoi–Hai Phong line.

To promote transparency in the real estate market, the Minister directed the preparation of a proposal to pilot state-managed Real Estate and Land Use Rights Trading Centers. Each province, he noted, should establish at least one such center to enhance market efficiency and oversight.

In closing, the Minister outlined several strategic tasks to ensure the Ministry fulfills its mandate for the remainder of the year. These include finalizing and submitting national construction standards and regulations, continuing institutional reform and decentralization, simplifying investment conditions and administrative procedures, and promoting structural reforms to support business growth.
