Viet Nam - Algeria cooperation in construction to be enhanced
On July 3, in Ha Noi, Minister of Construction Tran Hong Minh met and worked with Algerian Ambassador in Viet Nam Azeddine Bechka on promoting bilateral cooperation in construction field.
At the meeting, Ambassador Azeddine Bechka expressed his appreciation towards the Minister for the warm welcome. He also affirmed that the traditional friendship between Vietnam and Algeria continues to be strengthened and developed based on similarities at historical experiences and common positions on international political issues.

Minister of Construction Tran Hong Minh and Algerian Ambassador to Vietnam Azeddine Bechka agreed to actively engage in dialogue to promote and realize cooperation opportunities in the fields of construction and transport.
"In my capacity as the Ambassador of Algeria to Vietnam, I am committed to doing my utmost to fulfill the responsibilities entrusted and to meet the expectations of both countries. I will actively contribute to promoting economic and trade relations that are commensurate with the strong political and diplomatic ties between our two sides", Ambassador Azeddine Bechka said.
In term of specific cooperation, the Ambassador informed that the Algerian side is willing to cooperate with Ministry of Construction of Viet Nam to hold the 13th meeting section of Viet Nam - Algeria Intergovernment Committee, which was planned to take place in Algeria. The meeting section is going to concentrate on reviewing 15 memorandums of understanding signed at the 12th meeting section in Viet Nam, figuring out unsigned documents to official signing at the coming meeting.
The Ambassador also stated that Algerian Ambassy is actively working with the authorities to complete the draft of Memorandum of Understanding with Viet Nam Ministry of Construction.
During the meeting, both sides agreed to organize more high-level visits and exchanges soon. Algeria expressed its desire to strengthen cooperation in infrastructure development- such as roads, bridges, and housing - through experience-sharing at professional forums and technical workshops.

Speaking at the meeting, Minister Tran Hong Minh welcomed Ambassador Azeddine Bechka to the Ministry of Construction and noted that the Ministry has served as the Vietnamese Co-Chair of the Vietnam-Algeria Intergovernmental Committee since its second session. To date, the two countries have successfully held 12 committee sessions, covering a wide range of cooperation in economic, trade, and technical fields.
The Minister affirmed that the Intergovernmental Committee has consistently received close attention and guidance from the leadership of both Parties and Governments, facilitating bilateral cooperation across multiple sectors. At the 12th session (October 2023, in Hanoi), the Algerian side proposed 15 Memoranda of Understanding in areas such as natural resources and environment, archival work, security, and construction. In addition, both sides held in-depth discussions on finance, industry, education and training, and agriculture.
Following the session, numerous bilateral contacts and online meetings have been organized to address obstacles and promote more substantive cooperation between the two countries.
"These are tangible outcomes that reflect the positive development of Vietnam-Algeria relations", Minister Tran Hong Minh remarked.
As of March 1, 2025, the Ministry of Construction has been restructured through the merger of the former Ministry of Transport and the Ministry of Construction, resulting in broader functions and a wider scope of responsibilities.
Therefore, the opportunities for cooperation between the two countries are now broader and deeper, not only in the traditional field of construction but also in transport infrastructure.
Regarding the Memorandum of Understanding between the Ministry of Construction of Vietnam and the Ministry of Housing and Urban Planning of Algeria, Minister Minh noted that the Ministry has completed internal procedures and sent a diplomatic note along with the finalized draft to the Algerian Embassy in January 2025, affirming Vietnam’s readiness to sign it at the upcoming 13th session of the Intergovernmental Committee.
"As Chair of the Vietnamese Sub-Committee in the Vietnam-Algeria Intergovernmental Committee, we will continue to monitor, support, and promote cooperative activities between the two countries, particularly in the fields of construction and transport. At the same time, we will enhance delegation exchanges and rigorously implement bilateral commitments to elevate the partnership to a new level," the Minister emphasized.
At the conclusion of the meeting, both sides agreed to actively coordinate in order to expedite the signing of the cooperation MOU and realize the full potential of bilateral collaboration in construction and transport.
