How will SMEs survive with current policies and laws?
On December 18, 2019, Vietnam Association of Small and Medium Enterprises (VINASME) will organize the 12th Northern Region Cooperation - Connection and Enterprise Development Forum in Viet Tri, Phu Tho province. The theme of this forum is 'Promoting the implementation of the SME Law in order to break through and develop'.
With the theme: “Promoting the implementation of SME law to Break through and Develop”, the Forum is targeting to strengthen the leading role of government authorities in supporting SME development.
At the forum, representatives of provincial SME associations and local businesses will discuss the practical implementation of the 2017 SME Law and make specific recommendations to remove barriers and difficulties. Participants will also resolve current obstacles in production – business in order to create advantages for businesses to explore the domestic market and connect the supply and demand of goods between manufacturing and distribution enterprises. At the same time, the forum will create linkages between large economic groups and SMEs to help SMEs participate more in the value chains so that they can contribute more to the socio-economic development of the country.
The"Cooperation – Connection and Enterprise Development Forum" is one of the annual activities organized by VINASME. The forum has been agreed among business associations in order to create linkages in investment, production, trading and consumption of goods and services. The forum also creates a bridge for ministries, central agencies, provincial and city leaders to meet and discuss with the SME associations about difficulties of enterprises.
The forum was first organized in 2007 with the participation of 28 Northern SMEs associations such as Bac Giang, Hung Yen, Lang Son, Bac Ninh, Hoa Binh, Ninh Binh, Thai Nguyen, Tuyen Quang, Hanoi, Vinh Phuc. Since then, the forum has been held annually. In October 2018, VINASME successfully organized the 12th Forum in Quang Ninh province with the theme “strengthen the role of Business Associations in supporting enterprise development.
Over the past years, Vietnam’s leaders have always paid attention on guidelines and policies to encourage enterprise development and promote the important role of entrepreneurs in constructing, protecting and developing the country. With the function of representing and protecting the legitimate rights and interests of SMEs community, VINASME has constantly developed and determined its position and role in the business community across the country. Recently, VINASME has a system from the central to local levels, including 59 provincial associations and member agencies, with over 62,000 business members, legally operating throughout the country in many fields.
On the eve of this forum, VINASME gives many messages, including: Why does the SME Law not yet come to life? What can we do with administrative procedure reform? Why in fact SMEs have not been well benefited from the policies, especially on production premises, reduction of taxes, fees, land rents, technological innovation...
Although there have been many efforts to implement incentive policies and remove obstacles of SME Law, there are still significant gaps between policies and enforcement; between expectations and practical requirements of the business.
