Vietnam's construction sector accelerates toward 3.000-km expressway goal by 2025
Vietnam's Ministry of Construction is accelerating infrastructure efforts, aiming to complete 3.000km of expressways by end-2025, as highlighted by Minister Tran Hong Minh at a national online conference chaired by Prime Minister Pham Minh Chinh.
Minister Tran Hong Minh highlighted that the construction sector grew by 9,62% in the first half of 2025 — the highest rate recorded during the 2021–2025 period — contributing 0,63 percentage points to GDP growth. Alongside industry, construction now makes up nearly 64% of Vietnam’s economic structure.

"This growth confirms our potential to achieve key targets", the Minister stated. "Infrastructure, housing, urban development, and investment attraction are all seeing strong momentum".
Expressway development drives broader growth
Key infrastructure projects have outpaced schedules, with some expressway segments completed 6 to 9 months ahead of plan. As of June 2025, Vietnam had 2.268 kilometers of expressways in operation. The first phase of the Long Thanh International Airport project — one of the country’s most strategic undertakings — is also nearing substantial completion.
Minister Tran Hong Minh emphasized that fast-tracked transport projects are positively impacting related sectors such as real estate, building materials, logistics, and consumer spending.

To support post-restructuring regional growth, the Ministry is calling on localities to upgrade intra-provincial roads and expand interprovincial expressways that link new administrative centers. The Ministry also proposed that the Prime Minister direct localities to accelerate land clearance and finalize mechanisms to secure the 3000-km expressway goal.
Strong gains in housing, urbanization, and investment
Vietnam’s urbanization rate reached 44,3% by mid-2025, while newly registered FDI in real estate hit USD 2,25 billion — more than 24% of total national FDI. In the area of social housing, 35.631 units have been completed so far this year toward the national goal of 100.000 units. An additional 26 projects, covering 23.561 units, have been launched.
To address challenges in the property market, the Ministry has reviewed 788 problematic real estate projects, resolving 136, and is coordinating with other agencies on the remainder.
Minister Tran Hong Minh reaffirmed the Ministry’s commitment to supporting localities, including through the establishment of a hotline and on-site deployment of personnel when needed.
"Success will depend on strong political will, close central-local cooperation, and effective investment mobilization", the Minister noted. "The construction sector will remain proactive in helping localities unlock growth potential in this new development phase".
