Promote disbursement of World Bank (WB) loans in 2020

According to the report of the Ministry of Finance, in 2020, there are 36 important investment programs and projects from central to local level financed by WB with a total loan of 7.3 billion USD; of which 33 loans have signed agreements with 6.5 billion USD. In general, from the beginning of the year up to now, many investment projects of ministries, central agencies and localities disbursed slowly for many objective reasons, especially COVID-19. Although the disbursement value in the first 9 months of 2020 increased compared to the same period last year, the disbursement rate compared to the assigned plan is still low.

In Quang Tri province, in 2019, there are 5 projects with foreign capital allocation with a total capital of 170,411 million VND. By the end of 2019, the planned foreign capital disbursement is 110,428 million dong. Quang Tri province has 2 ODA projects funded by the World Bank, which are allowed to extend the implementation and disbursement of the 2019 plan to 2020 with an extended capital of 53,980 million VND.

According to the report of the provincial State Treasury, as of October 15, 2020, the planned foreign capital in 2019 is allowed to extend the implementation and disbursement time to 2020 to disburse 51,811 million VND. In the plan of 2020, the province has 5 ODA projects funded by the World Bank with foreign capital arrangement of 193,844 million VND. The value of foreign capital disbursed in 2020 as of October 15, 2020 is 79,237 million VND.

At the conference, representatives of ministries, central agencies and localities reported on the process of disbursement of World Bank loans, presented difficulties and problems in the process of disbursing WB loans to finance VND making recommendations and proposals to the Government and the Ministry of Finance to consider and support the disbursement of WB loans from now to the end of the year.

Giám đốc Quốc gia Ngân hàng Thế giới tại Việt Nam bà Carolyn Tuck khẳng định Ngân hàng Thế giới luôn theo dõi chặt chẽ các công đoạn đầu tư, đấu thầu, giải ngân của các nước, trong đó có Việt Nam. Bà Carolyn Tuck cho rằng, tỉ lệ giải ngân vốn vay WB cho các dự án đầu tư tại Việt Nam năm 2020 còn thấp. Trong quá trình giải ngân vốn vay sẽ có những khó khăn, vướng mắc nhất định. Vì vậy, bà Carolyn Tuck yêu cầu các bộ, ngành trung ương và các địa phương nỗ lực hơn nữa trong việc thúc đẩy giải quyết vốn vay cho các dự án, nhà đầu tư. WB sẵn sàng hỗ trợ Việt Nam triển khai giải ngân vốn vay WB theo kế hoạch.

Phát biểu tại hội nghị, Thứ trưởng Bộ Tài chính Trần Xuân Hà ghi nhận sự nỗ lực của các bộ, ngành, địa phương thực hiện giải ngân vốn vay WB trong 9 tháng đầu năm, đồng thời yêu cầu các bộ, ngành, địa phương tiếp tục thúc đẩy giải ngân vốn vay cho các dự án đầu tư. Bộ Tài Chính sẽ tiếp thu các ý kiến, đề xuất của các bộ, ngành, địa phương và trình Chính phủ để có hướng chỉ đạo phù hợp.
